Mr. Paley is Executive Director and Associate General Counsel of W. P. Carey & Co. LLC and also serves as General Counsel and Chief Compliance Officer of the Company's registered broker – dealer affiliate, Carey Financial, LLC.
Prior to joining the Company in 2005, Mr. Paley served as Special Counsel for the U.S. Securities and Exchange Commission and was a Special Assistant and Assistant District Attorney in New York and Kings Counties, New York, under District Attorneys Morgenthau and Holtzman. He also held the position of Director at Fidelity Investments in Boston and was the Chief Legal and Regulatory Compliance Officer of The Depository Trust & Clearing Corporation in New York.
Mr. Paley is a FINRA Arbitrator and was a member of FINRA's National Arbitration and Mediation Committee. He held the position of Chairman of the NASD District 10 Business Conduct Committee and is now Chairman of the Independent Program Association’s FINRA Sub Committee.
Mr. Paley is a member of SIFMA's Compliance and Regulatory Policy Committee; Small Firms Committee; and, its Compliance and Legal Society. A frequent speaker on securities regulation, compliance and corporate ethics, Mr. Paley holds Series 7, 14, 24 and 63 registrations with FINRA and has written for such publications as the HR Adviser Legal & Practical Guidance and The Metropolitan Corporate Counsel.
Mr. Paley received his undergraduate degree from St. Lawrence University and his law degree from Brooklyn Law School, where he was Associate Editor of the Journal of International Law.
Mr. Paley serves on the Editorial Board of the Journal of Securities Law, Regulation & Compliance and the Board of Directors of United Neighbors of East Midtown, Inc., a New York based nonprofit organization. He is a cellist with the Yonkers Philharmonic Orchestra.
